Incident Management Protocol

The Lethbridge Fish and Game Association – Range has an Incident Committee that manages any reported incident on the range.
Submitting an incident report can be done at the lock box located on the gate trailer, by FAX to 403-327-4488 or by email:  EMAIL the Range Operator .

The following is the official LFGA Range, Incident Management Protocol.

The Incident Committee (Committee) is a committee that is appointed by the Range Operator.  This committee reports directly to the Range Operator in matters related to incidents that are reported through Incident Reports by Range Officers or the public.  Members serve for a term of three years.

The Incident Committee (Committee) is a committee that is appointed by the Range Operator.  This committee reports directly to the Range Operator in matters related to incidents that are reported through Incident Reports by Range Officers or the public.  Members serve for a term of three years.

Guiding Principles:

  • Incidents will be administered in an uncomplicated manner.
  • To promote a non-threatening learning environment and preserve a visitor-friendly atmosphere, understanding that new shooters, guests and youth are on a learning curve requiring education and gentle correction.
  • Incident reporting should not be adversarial; Range officers are advised to use discretion with their delegated authority.
  • Transparency and accountability to the Range Operator.
  • Violation of a range rule or criminal code constitutes an incident
  • The Range Officer may need to make an arbitrary judgment solely or in conjunction with another Range Officer at the scene and other witnesses to the incident.

The protocol has four parts:

  1. Incident Reporting
  2. Facts Collection
  3. Facts Review
  4. Recommendations

Incident Reporting:

Incident report forms are available in weather proof bins located on ranges 2-6 and from the LFGA website.  An individual has the option to deposit the form in the drop box located at the trailer, fax it, or email it.

Facts Collection:

The Incident Committee Chair will consult with the Range Operator once an incident is received.  Based on the seriousness of the incident a course of action will be determined and facts will be collected.  Combinations of the following activities may be followed relevant to the course of action:

  • The Incident Committee chair will determine the best manner to complete the tasks by delegating the tasks and duties to the committee members for gathering and recording facts related to the incident including:
    • Checking video cameras, swipe card log information and interviewing all individuals who may provide clarity.

 

  • The Range Operator may immediately contact the police to provide information that would result in charges.

 

  • The Range Operator or their delegate will be the official point of contact with the police.  Committee members will cooperate with any police investigation while proceeding with fact collecting activities.

Facts Review:

The Committee or delegated members will contribute to a discussion of the information that has been collected.

Recommendations:

Recommendations will be made to the range operator for his determination of a course of action.  The determined action will be conducted by him or his delegate including:

  1. No action required if there was no real incident.
  2. Verbal warning with some education for the persons involved in the incident.
  3. Suspension for up to three months and attend a second RO course at their expense.As a guideline, an incident needing more than a three month suspension should fall under the major incident category.
  4. First, second and third minor incidents rule: first offence gets a warning, second offence gets a temporary suspension and re-attends the RO course, third offence they lose membership privileges indefinitely.
  5. Any time law enforcement is involved, immediate suspension of membership.

There is no appeal of the Range Operator’s decision.

Types of Incidents:

Minor Incidents:

  • Wrong firearm on wrong range
  • Inappropriate targets
  • Shooting inappropriate places e.g. Target on a post
  • Improper firearms handling
  • No day pass
  • Out of hours use of range
  • Consumption of alcohol or drugs prior to attending
  • Not using lights on Range 2
  • Not cleaning up after themselves
  • Disrespect towards the RO or other range users

Major Incidents:

  • Unsafe handling of firearm
  • Vandalism, mischief
  • Trespass
    • During the day
    • During the night= criminal code
  • Lending swipe card to another person
  • Consumption of Alcohol or Drugs
